The Racing and Gaming Conference at Saratoga

The Racing and Gaming Conference at Saratoga is an intensive, premier forum for industry decision-makers, stakeholders, and racing and gaming patrons to analyze trends in all sectors – in New York and nationally – as well as to discuss critical issues and to share ideas. The RGCS is held at The Saratoga Hilton in Saratoga Springs, NY.

This prestigious event will bring together gaming and racing industry leaders, academics, elected officials, lawyers, regulators, and racing patrons to examine the trends, challenges and critical issues facing the racing and gaming industries.

Attorney, Peter Sacopulos, Attorney, Sacopulos, Johnson and Sacopulos, took over as Moderator for the subject “HISA – Legal Limbo and Regulatory Reluctance” along side with presenters Brett Bonin, Assistant Attorney General, Louisiana Department of Justice; Julie Brown, Commissioner, Florida Gaming Control Commission; and Dan Hartman, former Director, Colorado Division of Gaming.

HISA – Legal Limbo and Regulatory Reluctance talked about “How do state regulators maintain consistent and fair regulatory oversight of the horse racing industry in the face of unclear and evolving federal mandates?” The panel of lawyers and regulators discussed where we are and where we are going as the feds take the reins. HISA has been a popular topic for the event since it became law at the end of 2020.

Moderated by attorney Peter Sacopulos of the firm Sacopulos, Johnson, and Sacopulos, the panel included HISA critics Bonin; Julie Brown, a commissioner on the Florida Gaming Control Commission; and Dan Hartman, former director of the Colorado Division of Gaming.

Sacopulos presented an overview of the various constitutional issues that states have used in their lawsuits before asking the panelists about their experience with the HISA legislation and the Authority that began oversight of safety issues in 2022 and Anti-Doping and Medication Control in May.
