On June 9, 2026, Peter Sacopulos presented an Indiana Continuing Legal Education Forum Seminar regarding Equine Law. The seminar, entitled: “From Stable to Statute: Navigating Modern Issues in Equine Law” was presented with fellow equine attorney, Greg Gordon. Indiana Attorneys as well as attorneys outside of the state attended the conference. Attached are photographs of Mr. Sacopulos’ presentation at the June 9, 2026 ICLEF seminar.
Mr. Sacopulos’ presentation focused on the adjudication process for all three breeds: thoroughbred, standardbred, and quarter horse. Specifically, he addressed the adjudication process under the rules and regulations governing horse racing in the State of Indiana. These rules govern both quarter horses and standard breeds. Additionally, Mr. Sacopulos addressed the federal rules under the Horse Racing Integrity and Safety Act of 2020 (HISA). In doing so, he also addressed the pending Constitutional challenges to HISA, including alleged violations of the Non-Delegation Doctrine, the Anti-Commandeering Clause and violation of the due process clause and Fourth and Seventh Amendment Constitutional rights. Mr. Sacopulos also addressed issues of insurance in the equine industry, including equine insurance, coverage and corresponding policies.
Mr. Sacopulos is scheduled to present as part of a panel entitled “Horse Racing and Regulatory Modernization/HISA Update” at the Saratoga Racing and Gaming Conference in Saratoga Springs, NY in August, 2026.
