On August 10, 2026, Peter Sacopulos presented at the Racing and Gaming Conference at Saratoga. Mr. Sacopulos was a speaker and panelist in connection with the presentation “Horseracing and Regulatory Modernization/HISA Update”. Alan Foreman, National Ombudsman to HISA and HIWU, Ed Martin, CEO of the Association of Racing and Commissioners International, as well as Steve May, Senior Executive of Government Affairs, GLI, joined Mr. Sacopulos in this panel discussion. Attorney Danielle Holmes of Hodgson Russ moderated the panel.
The panelists examined recent HISA reforms in the areas of racing operations, adjudication timeliness, the proposed implementation of alternative dispute resolution in the adjudication of HIWU claims, and the role of centralized oversight in a traditionally state-driven framework.
